ANALYSIS FOR THE 1ST STAGE COMPLETED

For the 1 stage, the following documents were analyzed: plan for counteracting the effects of drought in water regions (or plan drafts, if a plan is not yet drawn up), supporting documents (analyses, reports), update of river basin management plans, update of national water and environmental program and flood risk management plans for river basins and water regions.

This stage is a starting point for the update of methodology for preparation of plans for counteracting the effects of drought.

The purpose of the analysis of the plans for counteracting the effects of drought in water regions was to determine issues where it is necessary to develop a standardized approach for a country, and issues where direct synthesis of those plans and any future issue updates is possible.

For the analysis of the plans in water regions, the analysis was also carried out regarding the scope, availability and potential sources of meteorological, hydrological and hydrogeological data concerning the selection of drought risk factors for historical and operational monitoring analyses. However, the purpose of the analysis of the updated water management plans and flood risk management plans was to determine the key arrangements in the analyzed documents to the plans for counteracting the effects of drought within river basins.

Analysis of source documents lead to determination of weaknesses and strengths of the currently used Methodology and development of output materials for its update.
