The Drought Effects Counteracting Plan (DECP) is the first national-level planning document addressing the issue of minimizing the effects of drought. Its development resulted from the provisions of EU directives and guidelines (Water Framework Directive), as well as national law (Article 184 of the Water Law Act).
On September 3, 2021, the Minister responsible for water management published a regulation on the adoption of the Drought Effects Counteracting Plan (Regulation of the Minister of Infrastructure of July 15, 2021 on the adoption of the Drought Effects Counteracting Plan, Journal of Laws of 2021, item 1615).

The Drought Effects Counteracting Plan was developed for the period from 2021 to 2027. In accordance with the Water Law Act, this document will be updated at least once every 6 years.
In accordance with the Water Law Act – DECP includes:
- Analysis of the possibilities of increasing water resources;
- Proposals for the construction or reconstruction of water facilities;
- Proposals for necessary changes in the use of water resources and changes in natural and artificial retention;
- Catalog of actions to counteract the effects of drought.
